Museum Regulation

TITLE I: Name and purposes

Art. 1 - Establishment

A historical and ethnographic museum is established in the Municipality of Armungia with the resolution of the Municipal Council n. 13 of 19/04/1985, which takes the name of Historical Ethnographic Museum "Sa Domu de is Ainas".

Art. 2 - Headquarters

The museum is headquartered in Armungia, in Piazza Municipio, at the ancient municipal palace, built around the middle of the nineteenth century on the site historically dedicated to the Church of San Giovanni. Originally it also housed the Monte Granatico and the first elementary schools of Armungia. The spaces of the building house the ethnographic museum section and the related collection.

The museum, in addition to its main headquarters, has the following secondary locations: the building called Blacksmith's Workshop, dedicated to the representation of the blacksmith's craft (su ferreri); and the building called Secretary's House, an important mansion built between the nineteenth and early twentieth centuries, which houses the historical museum section dedicated to Emilio and Joyce Lussu.

Art. 3 - Ownership

The museum is a permanent organization of the Municipality of Armungia with no profit purpose. The legal ownership of the museum belongs to the Municipality of Armungia.

Art. 4 - Purposes and activities

The museum pursues primarily the objectives of acquisition, collection, conservation and exhibition of cultural assets, safeguarding and bringing to the public's attention the testimonies of the cultural heritage, material and immaterial, of the Armungia community.

In particular the museum has the following purposes: to expand its own collections and heritage through continuous research of materials, assets, documents and images related to the history and culture of the territory; to ensure management activities, enhancement and promotion, increasing public services and improving their quality;
to promote and manage initiatives for the enhancement of the territory and its historical-cultural heritage through the production of exhibitions, organization of conferences, presentation of research volumes;
to promote study activities on the historical, cultural and identity heritage of the Armungia community, also relating to the history of its illustrious citizens;
to promote and implement any useful initiative of a cultural nature in order to maximize the enjoyment and knowledge of its own heritage; to carry out specific initiatives for school-age youth through educational and teaching activities; operates in coordination and collaboration with other systems of peasant society and with the set of museums and institutions dealing with the heritage historical and cultural of the "GREAT WAR"

Art. 5 - Heritage

The museum's heritage, preserved in the main headquarters and in the secondary locations, consists of: traditional clothing from the last twenty years of the nineteenth century; traditional tools related to women's work in weaving and bread-making; agricultural work tools; blacksmith's work tools; pastoral work tools; common-use objects; Stefanini photographic collection; artworks awarded at the exhibition "Emilio Lussu: a lifetime commitment"; Caruso photographic collection; photographic material, documentation and scientific material in general.

Art. 6 - Exhibition sections

The ethnographic section is divided into five thematic rooms: the Traditional Clothing Room, the Women's Work Room, the Agriculture Room, the Iron Craftsmanship Room, the Territorial Resources Room. The museum display of collection objects is accompanied by a series of illustrative panels containing historical information, period images, illustrations and documents. The displayed material is arranged on inventory cards kept in the museum's offices.

The Iron Craftsmanship Room refers to the Blacksmith's Workshop, which can be visited through a path that winds from the main museum headquarters through the streets of the historic center. Inside, the typical tools and environments of the blacksmith's work (su ferreri) are preserved, the portico with the wooden frame for shoeing work animals, and the forge for iron working. Various panels are arranged in the different spaces that, through images and texts, describe the various working procedures.

The historical section was created to fully enhance the figures of Emilio and Joyce Lussu, both for their role in twentieth-century historical events and for the strong bond they had with people and places of the Armungia community. It includes an exhibition of photographic and documentary material from the Lussu Collection, a series of multimedia stations, the photographic exhibition "1971: Emilio, his house, his family, his Armungia", by photographer Franco Caruso, and the artworks awarded by the Municipality of Armungia on the occasion of the art exhibition "Emilio Lussu: a lifetime commitment".

Art. 7 - Accessibility

The arrangement of the collections that make up the heritage referred to in the previous article 4 is organized according to the principles and criteria established by current national and regional regulations on the matter and according to the logistical requirements adopted by the Municipal Administration with reference to the conditions of effectiveness and efficiency of the best performance of the public service to which they are intended.

The Municipal Administration is committed to ensuring the museum locations satisfy the criteria of adequacy and functionality of the structures, taking into account the characteristics of the museum spaces and the objectives pursued. It assumes in particular the commitment to remove obstacles and architectural barriers that could in any way make it difficult for disabled citizens to access, stay and move through the exhibition and service rooms, adopting suitable measures for this purpose and compatible with the structure and with the nature of the locations.

TITLE II: Financing and Management

Art. 8 - Financing

For the maintenance of the locations, for the functioning and expansion of the collections, for the organization of research and study work, for thematic exhibitions and various art and culture events to be held at the museum institute, the Municipality provides annually, with an allocation in the ordinary budget of an appropriate fund in relation to needs and according to financial contributions that for the same purposes can be granted by the State, the Region and other Bodies.

In particular, the expenses for the Museum's activity and functioning will be covered:

  1. with the contribution of municipal funds which may be increased from time to time in relation to the needs of the service and the availability of the budget;
  2. with the contribution of the Region L.R. no. 4/2000 art. 38 (see Law);
  3. with donations and contributions from other Bodies and private citizens.

Art. 9 - Bodies

The bodies of the museum are:

  1. The Director;
  2. The Scientific Committee;
  3. The Auditor.

Art. 10 - Museum oversight

The museum is subject to supervision by the Autonomous Region of Sardinia, which on the basis of norms and policy statements evaluates its work, verifying compliance with the minimum requirements of facilities and services, and defines the program of interventions to be implemented within the regional museum system.

The museum is controlled by the Municipality of Armungia which approves the annual activity plan, provides the necessary financial resources, evaluates needs and requests for quality improvement and verifies the achievement of objectives.

The museum is an articulation of the regional museum system and therefore plans its activities in accordance with the general objectives of the system in order to achieve better enhancement, promotion and management of resources.

Art. 11 - Director's responsibilities

The Museum Director is appointed by the Municipal Council on the basis of a professional curriculum attesting to scientific and managerial competencies in the specific field of the museum; develops and implements annual and multi-year activity programs; directs and coordinates staff; appoints a safety officer among employees and in case of lack of suitable professional figures appoints an external person who can be chosen from those operating within the museum system; is responsible for the assets listed in the inventory and those assigned in any way formally to the Museum; prepares budgets and their variations, as well as the final report with illustrative report.

The Municipal Administration, in agreement with the Director, establishes the conditions for the assignment to external subjects, operating as a business, of museum activities, the methods of carrying out volunteer activities, and establishes agreements with Universities or educational institutions for internships and for the granting of educational credits.

The director participates in meetings of museum directors belonging to museum systems; implements, for the parts within his competence, the plans defined in coordination meetings and contributes in this regard to the definition of integrated interventions aimed at improving the quality of cultural offerings.

He relates to the territory to coordinate promotion and development activities, and to propose and welcome initiatives that can promote social, cultural and economic growth.

Art. 12 - Composition and responsibilities of the Scientific Committee

The Scientific Committee, an advisory body of the Museum, is appointed by the Municipal Executive and is composed of representatives of the Municipal Administration and experts of recognized competence, proven by specific qualifications or activities, in historical, anthropological, museological, museographic disciplines or in any case relating to the Museum's topics.

The members of the Scientific Committee serve a 5-year term.

The Scientific Committee is coordinated by a President elected collegially.

The Scientific Committee performs the following functions:

  • identifies the general directions of the Museum's scientific activity;
  • expresses opinions, proposals and specific programs of Museum activities aimed at protecting, enhancing and enriching the heritage preserved in it;
  • propose and support the organization of events and initiatives aimed at promoting knowledge and fostering the enjoyment of the Museum.

Art. 13 - The Auditor

The Auditor is the auditor of the Municipality of Armungia.

Art. 14 - Organizational structure

The organizational structure of the Museum and its variations are determined by resolutions of the Municipal Executive.

The structural organization is functional in type and is modulated on the activities that must actually be carried out.

The Offices of the Service of competence are organized in a way that ensures the flexibility of the structures, in relation to the projects that must be realized and the objectives that must be achieved.

Art. 15 - Organizational chart

The Museum's organizational chart includes the following positions:

  • Director;
  • Coordinator of activities and staff;
  • No. 2 museum operators;
  • No. 1 custodian maintenance worker.

Art. 16 - Inventories

Every work and every object that permanently enters the Museum, whether by purchase, gift or for any other reason, must be recorded with the principal identification data (material, dimensions, technique, subject, age and, if possible, author and/or owner and provenance) in the collections inventory. Here the object and/or work is marked with a distinctive number that must not be changed again. Inventories are drawn up and kept updated following the rules of Regional and national Laws. A scientific cataloging record will also be prepared for each object. The above-mentioned rules for inventories and collection schedules also apply to objects and furniture received in deposit, which will be registered in the deposit inventories and marked with their own numbering.

Art. 17 - Deposits

As regards deposits, the depositor retains ownership of the deposited items, but cannot withdraw them except after the agreed term. No deposit may be accepted for a term of less than five years. The Municipality has toward the depositors its obligations and rights determined by the Civil Code on voluntary deposits. The deposit deed will be regulated by a special agreement signed by the mayor, the Service Manager and the depositor.

Art. 18 - Loans

In addition to what is provided by existing Laws on the protection of archaeological, ethnographic and artistic assets, no work, no object can be transported outside the Museum even temporarily, nor removed from where it is located, for any reason and by no person without prior authorization from the Municipal Administration, having heard the opinion of the Service Manager.

As regards the loan of objects, photographs or documents that are part of the Museum's collections, the Municipal Administration, having heard the opinion of the Service Manager, may grant, with the necessary higher consents of the competent authorities, and limited to Museums and Bodies of recognized standing and for cultural events, the loan of objects and works. Objects, works and furnishings granted on loan must be insured at the care and expense of the Museum and/or requesting Body for the value established by the competent municipal body. Shipment and/or loan may only take place after delivery to the Municipality of Armungia of the relevant policy.

Art. 19 - Opening to the public

The Museum is normally open to the public from Thursday to Sunday in the winter period and from Wednesday to Sunday in the summer period.
Admission to the Museum is subject to an entrance fee determined within the limits set by Ministerial Decrees for Museums in the Sardinia Region, with reductions for school groups, the elderly and, in general, all groups of fifteen or more units, unless otherwise provided by the Municipal Administration.

Art. 20 - General provisions

For the full fulfillment of the Museum's own purposes all collections must be visible and consultable. Works, objects and furnishings of particular value, delicacy or fragility and collections kept in deposits, may be examined and studied upon request, with special precautions in the presence of the technical officer.

All available works and objects must, at the care of the Manager through his staff, be accompanied, either individually or in groups, by explanatory sheets with the relevant data.
